COMPLAINT PROTOCOL & RESOLUTION
FRAMEWORK
- PURPOSE
This protocol establishes a fair, transparent, and consistent process for
receiving, assessing, investigating, and resolving complaints within the
Manitoba Cornhole Association (MCA). It supports a safe, respectful, and
inclusive sport environment across Manitoba while protecting the rights,
privacy, and due process of all parties involved. - SCOPE
This protocol applies to all MCA members, including athletes, league directors,
officials, volunteers, spectators, parents/guardians, and board members. It
covers complaints related to:- Code of Conduct violations or unsportsmanlike behavior.
- Harassment, bullying, discrimination, or abuse.
- Dispute Resolution regarding league/board rulings.
- Bylaw, Policy, or Playing Rule breaches.
- Conflicts of Interest or abuse of authority.
- Whistleblower / Wrongdoing disclosure
- Any criminal matters, physical violence, or child protection concerns
must be reported immediately to local law enforcement authorities. - GUIDING PRINCIPLES
- Fair Process & Natural Justice: All parties are treated impartially, given notice of allegations, and provided a fair opportunity to respond.
- Confidentiality: Information is shared strictly on a need-to-know basis.
- Timeliness: Complaints are processed as expeditiously as possible.
- Proportionality: Outcomes and sanctions reflect the severity of the incident.
- No Retaliation: MCA strictly prohibits any form of reprisal against individuals who submit complaints or participate in investigations in
good faith.
- COMPLAINT PATHWAYS & TIMELINES
Stage Action / Timeline Details Submission Within 14 days of incident Submit signed written report/complaint to info@cornholemb.ca Intake Review Within 7 Days of receipt MCA Directors review for jurisdiction and determine if complaint is Minor, Major, or Frivolous. Minor Complaint Response within 7 days Informal resolution, reprimand, apology, or minor sanction. No Appeal Major Complaint Hearing within 30 Days Formal hearing (in-person or conference call), evidence submission, written decision within 7 days post-hearing. Appeal (If applicable) Within 10 days of ruling Submit Appeals Form + $500 fee (reimburses $200 if appeal is won). Decisions of the Provinvial Appeals Committee are final and binding. - SUBMITTING A COMPLAINT
Complaints must be submitted in writing using the MCA Complaint Form or Appeals Form (available at info@cornholemb.ca).- Where to Send: Email completed documentation to info@cornholemb.ca.
- What to Include:
- Full contact details of the complainant.
- Date, time, location, and nature of the incident.
- Names of individuals involved or witnesses.
- Specific policy or rule breached (if known).
- Desired remedy or outcome.
